
Mona El Garf
Dr. Mona El Garf is a distinguished economist with over 30 years of professional experience spanning government, private sector, NGOs, and international organizations. Her expertise encompasses trade facilitation, trade policy, competition regulations, and the development of legal and institutional frameworks. Dr. El Garf served as Chairperson of the Egyptian Competition Authority (ECA) from 2012 to 2018. During her tenure, she spearheaded significant reforms, including amending over 65% of the Egyptian Competition Law, enhancing the authority's independence, effectiveness, and transparency. Under her leadership, ECA investigated over 100 cases and implemented a robust advocacy strategy to promote competition principles across sectors. Dr. El Garf also played a key role in raising awareness about competition policies in regional and multilateral trade agreements, including COMESA, Agadir, and the DCFTA with the EU. Prior to her role at ECA, Dr. El Garf served as a Lead Economist and Trade Agreements Advisor at the Ministry of Trade & Industry, where she contributed to negotiating key trade liberalization agreements and multilateral negotiations in trade facilitation. She has also advised on economic and competition policies, serving as Senior Economic Advisor to the Minister of Planning and Economic Development and as a consultant for business sectors and international organizations.
Currently, Dr. El Garf is a professor of economics at Cairo University. Her academic contributions include extensive research and publications on trade policy, competition, and economic development. She also serves as a non-executive board member for several organizations, including Credit Agricole Egypt and Cairo Poultry Company. Dr. El Garf holds a Ph.D., M.Sc., and B.Sc. in Economics from Cairo University. Her career reflects a commitment to fostering economic growth, enhancing competition policies, and advocating for sustainable trade practices.
